Foreign Office, February 1, 1909. CANTON-HANKOW Railway Loan. See my telegrain No. 24 of the 27th ultimo. The French Government have refused definitely to give their consent to German participation in the loan unless an agreement is at the same time come to for sharing in the same manner all future business. This was explained by Mr. Addis at Berlin, whence he has just returned. The result, we understand, is that the German group have undertaken not to compete in any vexatious manner, and to make an offer on fair terms only. This they explained as meaning terms on which they would be prepared to accept the whole loan and arrange for its issue on the German market. The Germans, therefore, will make a separate tender, the French group tendering in conjunction with the Hong Kong and Shanghae Bank, and recognizing that the British have preferential rights with regard to the supply of materials and the appointment of engineers.
